The Swedish Red Cross is currently recruiting Protection, Gender, and Inclusion (PGI) Delegates to be deployed to Red Cross/Red Crescent humanitarian assignments. We are seeking individuals who can contribute to our emergency response efforts with a focus on protection, gender equality, and inclusion.

Natural disasters, crises, and conflicts disproportionately affect individuals, exposing them to various threats including discrimination and loss of basic services. Gender inequalities often worsen during emergencies, leading to increased instances of sexual- and gender-based violence. Social factors such as gender, age, disability, ethnicity, and social status play a significant role in shaping vulnerability and response to crises.

To ensure an effective humanitarian response, it is crucial to integrate Protection, Gender, and Inclusion considerations from initial assessment to program implementation. Upholding impartiality, the Red Cross/Red Crescent promotes gender equality and diversity across all levels. The Swedish Red Cross prioritizes a protection, gender, and diversity perspective in its emergency responses and programs, aiming to address the needs and protection risks of vulnerable individuals while ensuring dignity, access, participation, and safety.

Key Responsibilities:

The Protection, Gender, and Inclusion (PGI) Delegates, whether in the role of officer or coordinator, play a pivotal role in supporting Swedish Red Cross, National Society, and IFRC operations to enhance emergency response effectiveness through PGI activities. This encompasses tasks such as mainstreaming, program management, staff support, and community relations. They are tasked with identifying and addressing protection risks like child protection and sexual and gender-based violence (SGBV), facilitating prevention, mitigation, and response efforts, including reporting and referrals. Additionally, they ensure that humanitarian assistance upholds the dignity, access, participation, and safety of all individuals without discrimination, providing strategic guidance within a defined scope. They actively support National Society and IFRC operations by integrating and coordinating PGI activities, which encompass mainstreaming, advocacy, program design, staff support, and community relations. The delegates ensure operational capacity to identify protection risks, including violence against children and SGBV, and take decisive action to prevent, mitigate, and respond to such critical issues.

The responsibilities includes but are not limited to:

  • Advocating for comprehensive data collection and analysis concerning sex, age, and disability, ensuring confidentiality and safety.
  • Collaborating with sector leads to tailor relief and recovery programs, addressing specific needs and vulnerabilities of affected populations, and engaging in protection and gender inter-agency forums to manage risks effectively.
  • Identifying PGI-related concerns across demographics through assessments and coordinating with relevant actors.
  • Upholding Red Cross and Red Crescent Minimum Standards for Protection, Gender, and Inclusion, promoting dignity and safety for all.
  • Designing tailored strategies for groups such as disability support, SGBV response, and child protection, integrating with existing capacities.
  • Conducting capacity building activities for staff, volunteers, and communities to enhance understanding and implementation of PGI standards.
  • Providing safe spaces for vulnerable individuals in temporary settlements and evacuation centers.
  • Monitoring operational context and protection risks, advocating for PGI internally and externally.
  • Sharing lessons learned and best practices with Regional RCRC PGI staff.
  • Regular monitoring and reporting on operational context and protection risks, advocating for PGI awareness and response with key stakeholders.

Technical Competencies:

  • Documented field experience and proficiency in PGI, encompassing mainstreaming, Do-No-Harm principles, and addressing Sexual and Gender-Based Violence (SGBV) throughout emergencies.
  • Knowledge of Minimum Protection Approach and familiarity with universal standards like the Sphere Handbook and Inter-Agency Standing Committee Guidelines for Gender, Protection, and Gender-Based Violence Interventions.
  • Experience in adult learning and capacity building, particularly with PGI Focal Points and sectorial staff, including training and mentoring.
  • Competence in PGI Organizational Development, involving policy development and advocacy within National Societies (NS) to ensure acceptance and ownership of PGI principles.
  • Proficiency in PMER (Planning, Monitoring, Evaluation, and Reporting), including strategic planning, assessments, and monitoring to ensure PGI considerations are integrated into all SRC-supported programs.
  • Ability to provide technical advisory and capacity building support to sectoral and field staff and collaborate with program managers, NS staff, and volunteers to mainstream PGI in all sectorial programs.
  • Coordination with internal Movement and external stakeholders to facilitate knowledge sharing and resource utilization.

Required Qualifications:

  • University Degree in relevant areas of expertise.
  • Proficient in the use of IT Office Tools and electrical software tools.
  • Valid driving license for manual transmission vehicles.
  • Minimum of five years of professional experience after graduation.
  • Experience of international humanitarian work is mandatory.
  • Experience from working in contexts with high-security risks, including the ability to assess risks, security protocol management, etc. 
  • Proficiency in at least one additional language beyond English – i.e. French, Arabic, Spanish, Ukrainian/Russian.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
